A church council needs to do so for the same reason that it can be dedicated to Christian instruction but needs an education committee to put wheels on the church-education program.

In my experience councils typically try to toss the matter of stewardship into the lap of an existing group, such as the finance committee. But a finance committee is better equipped to deal with administering funds than with leading the congregation to provide them.

In some churches the diaconate is charged with the job of guiding stewardship. That makes sense because stewardship is part of the diaconal mandate. But most diaconates are simply too large to function effectively as a committee of the whole. Financial stewardship will advance in the average church only if a committee is appointed that gives its full attention to it. (Heerspink, Firstfruits: A Stewardship Guide for Church Leaders).
